How do you get t3 Corundum drill without activation of quest?

I am doing the Captain who? Achievement. How do you get t3 Corundum drill without activation of quest?

A t3 ship will not spawn without the quest. So there is no way to get the Corundum drill. Is there anyway to get the drill parts?

It absolutely will. The quests are basically a guided tutorial and you can play the whole game without it.
The ships spawn in relatively the same location. Look on level 2 near landing spots close to the laser rock entrance. (The entrance you need the drill for.)
Ships spawn in generally two batches. Once after the eruption, and again roughly half-way through it. Spawn's aren't guaranteed without the quest, but that doesn't mean it won't happen. Might have to wait for the next batch of spawns.
