why did you lock the highest difficulties for those who didn't finish the game?
I'm one of those people who already likes to start the game on the highest difficulty possible for me no matter how hellish the game is, that for me the game lasts longer I play more for trying more, because usually when I finish a game I already I lose interest in replaying, so I only play again when they put new content or when the game really catches my attention. well it's just my opinion

Because people didn't read the big warning on the hard difficulty that explicitly said the tutorial is not available in hard mode.
Then they couldn't figure out how to do things. ¯\_(ツ)_/¯

You can still start a new game, save, then edit the save settings (load game->gear on save) to change the difficulty however you want.

The devs are aware of the issue but exactly how it'll be addressed is still being worked on.

That's why there is a custom difficulty, you can activate the tutorial with high difficulty
but as you said yourself, people don't know how to read what they have

Sorry to necro this after several weeks, but is the custom difficulty locked as well? I'm on the fence about finally buying this, but if I'm locked out of custom difficulty then I'm going to hold off until they change it back.

unfortunately yes, but from what I understand you can advance this by changing the game files

I don't know if the same options as the locked custom difficulty are provided since I haven't beat the game, but when loading saves there is a cog icon in the top right corner that allows you to change the difficulty to whatever you want including Hard, Nightmare, and Peaceful. As well as tune a dozen or so options with sliders. No out-of-game file editing necessary.
