Will people who got this through humble monthly get a key?

No, Humble has asked for a build that you'll be able to get via their system. I believe you'll need to have been a subscriber during the period when Drawkanoid's proof of concept was exclusive (March-May 2018) to be able to get the updated full game from them.

What does this mean? If the game provided to Humble is the full game there's no reason to not provide a Steam key as other publishers/developers do.

Not all publishers/developers do. There are reasons. Sometimes the proof-of-concept is different than this version (i.e. Wilmot's Warehouse, and perhaps this game as well, among several others). Was this a Trove deal? That would be self-explanatory. Sometimes devs just don't want to. Steam has benefits over Humble as far as QoL features such as Achievements, forums, etc. People will buy a Steam key just for those sometimes. I have. Also the dev has to earn at least $100 USD in sales to get the Steam deposit back for the store page. There are reasons.

But the good news is that it sounds like you can get the exact same game sans Steam QoL stuff over at Humble where folks bought it.

Humble didn't want keys, they prefer a build, so that's what we've given them.

The stipulations on who can get the full version of the game vs the humble trove version is basically: People who subscribe to the monthly right now don't get the new version, they have to have been subscribed when it was released.

Not only that, recently even those devs who put their Humble Originals games on Steam and wanted to retroactively give keys to Monthly subscribers, were unable to. Apparently, due to Steam limitations on creating keys for newly published titles. And Humble removed all previously issued keys for Originals games, even those that were already distributed. Which likely means that we'll never see backdated Humble Originals keys again. Especially considering that Humble was unable to deal with Steam and that backdated keys were never advertised or promised to Monthly subscribers. It was a nice gesture, but I think it's gone for good.

For a long time (like when this bundle was released), it was the usual procedure for Humble buyers of the appropriate bundle to get Steam keys for the particular Humble Original in that bundle (after all, they paid for the bundle and your game was in it). Recently a few developers were presumably unable to get a sufficient amount of keys from Steam easily, but both developers and Humble have been shy about the issue.

That's not true, they removed a few sort of recent ones where developers kept not sending keys or kept being rejected by Valve for the keys from the Download page for the relevant bundle.
On the Library page, where all your games are listed, you still see the appropriate titles like Macdows 95 and ETHERAL with the message:
ATTENTION: We have run out of Steam keys for Macdows 95. We are getting more ASAP. We will have Steam keys for you as soon as they are available again!
I just claimed and activated a previously unrevealed key for another Humble Original.

So judging by that, if the Drawkanoid developer is able to secure some amount of keys, I don't see why they couldn't be given to buyers of that Monthly - the problem is that there will be more buyers than Valve is likely to agree giving keys for at this moment.

By the way, considering you made Desktop Dungeons, maybe Valve would be a little more pliable to providing the fitting amount of keys than for a no-name developer?

Again, it doesn't matter. Humble didn't want keys, so whether we can get them or not based on (a many years old) reputation won't change Humble's policy or how they want people to redeem the game :)

I know people want Steam keys, but that's outside our power.
