Stuck

The next objective is under the lake, but no way to get there that I can see. Every pathway is blocked by a laser door or a metal grate. I've been through the entire map multiple times, including the breach, and exhausted every possibility. I'm truly stuck.
Also, how do we fast travel, or do we unlock that later?

It's hard to tell without seeing your map.
Also, fast travel is an item to collect with two possible locations: 25,25 and 5,26 (you can get it only once).
