Because in its current state, there is an IMMENSE problem with hacks and exploits being used in public games. Play in public games for half an hour and you will have your game experience trashed by a hacker at least once. The hacks don't even have a real purpose beyond griefing and ruining the game. This is not even counting all of the griefing/harassment behavior that doesn't even use hacks. The game experience is terrible right now.
