Here is a brief non-comprehensive list of some methods used:
-ban start spammers from the lobby
--you might be amazed at how much crap this alone will prevent.
-limit meetings (this makes them valuable and less likely to be wasted)
--many good hosts I have seen have limited meetings to only one per game
-report button spammers for misconduct
--Try to get other players in the lobby to report for this too, really get the attention of the devs.
-DON'T vote kick them from the game - most button spammers seem to think being kicked is better than quitting, so force them to either stay and play or quit. this is especially effective if you limited the meetings to only one, so now they can't hit the button anymore.
--Most of the time trolls will quit if they have no more meetings, so note these people, put them on the block list and make sure they get banned in the lobby if they show up again.
-Generally just pay attention to how your players act. Use good judgement and good luck!
