How do I use a "blip" to distract enemies?

I've got a whole bunch in my inventory but I can't seem to equip them in any fashion (and the only option I have is to drop them on the ground)...

Using blips, like other usable items or abilities, consists of two steps. Equipping and using:

Mouse / Keyboard:
1. Hold 'C' to see all usable items and abilities you currently own and click to select. Press 'F' for triggering the equipped item or ability. In the case of blips, hold 'F', target, and then release.
2. Use the Action bar. (If it's empty it's only visible when having inventory or 'C' overview open. Drag and drop into it from inventory or 'C' overview and then use the number keys for triggering.

Controller:
Left Bumper / L1 for action wheel, right bumber / R1 for using.
