Have you tried updating the drivers for your vid card?
Do you have that crappy geforce experience software installed?
Whats running in the background while you are playing?
What type of drive you have the game on SSD or HDD?
If HDD what is the speed of the drive?
Thanks for bringing this to our attention!
It sounds like a software conflict, where some of your apps or drivers may cause this. Can you please perform all the troubleshooting steps listed in {LINK REMOVED}this article? Many thanks and if you have any additional questions, please let us know.

I believe I'm using the latest Nvidia driver (451.67)
I don't use Geforce Experience.
The two main apps that run in the background is Discord and MSI Afterburner with Rivatuner Statistics.
Right now I have the game installed on my HDD. I used to have it on my SSD but I still had this issue. The HDD speed is 7200rpm.
That's a pretty top of the line CPU you got there, no? I think that might be my issue lol. I also noticed that whenever there's a lot of enemies and npcs (like on the defend Prosperity mission early on), I get fps drops.
I do run MSI Afterburner in the background along with Rivatuner Statistics. I'll check if that's conflicting with the game.
Yea i know sometimes that msi and riva can cause problems with games. I know msi and riva would cause my doom eternal to crash and when i didn't run msi and riva my game would work so maybe it's doing something like that in far cry new dawn. Also if you are not using discord close it out and see if it's any better also.
Yea 7200rpm is good and what i'm using by ny hdd is a hybrid. If you was using a 5200 rpm hdd then i would say it might be causing a problem from not supplying data fast enough.
My ryzen 9 is one step down from the best but i like and and i been having great luck with it.
I use discord to talk with a copp buddy.
Maybe he has not so good internet and that would cause it.
Thanks for the update! Is it happening all the time or only in certain areas or when you performed some specific actions? Could you please provide us with a short video of this occurring?

In Prosperity I go to the furthest corner next to the explosives upgrade section and I look towards the entrance of the town. I get fps drops when I'm playing with my friend here, but if I play the game on my own I don't get any performance issues in Prosperity.
Next time I'm going to try playing the game without using Discord. Maybe that will help?
You should be golden with your parts.
I was just playing on a lesser 2700x/GTX1070 but 64GB ram all maxed at 1080p.
Last resort maybe do a clean win 10 install but that's a bit drastic.
Ps, FCND doesn't need to run off an SSD.
Nice suggestions, however he is not getting it in single player. so it is most likely a lag issue on the connection, either on their end or the person they are playing with.
