Report a translation problem
This is kinda of a pain because the UPlay integration to Steam is really well done (after all the years of issues and problems), but it comes at the price of preparation.
If you have not linked your Steam account to an UPlay account, you'll have to do it because that's the only way you can properly set UPlay to offline mode as you got to launch UPlay outside of Steam to set it to offline. (Once UPlay is set to Offline mode, its store and all the online-related part are turned off. It become simplified offline launcher with most of its tabs removed. You can't play online if the UPlay is set to Offline even if you're online though. Online-only games are unavailable while in offline mode too.)
Then, you turn Steam to Offline.
While Steam allows you to launch it in offline mode when it fails to connects, it comes with an time limit (1 month if I remember). Setting it to offline while connected to Steam doesn't have a time limit unless a problem with Steam is happening. (I remember having one of my laptop set to offline mode for over 8 months without any need to connect.)
Steam, in offline mode, doesn't turn UPlay in its offline mode which might be related to the errors and stuff you experienced. The UPlay integration in Steam doesn't allows proper offline mode when in-game. I guess this is a counter-measure from Ubisoft to counter potential DMR-related issues with UPlay when launched from Steam (as it's a bare-bone version of UPlay.)
Then, you should be ok to go anywhere and you should be able to play the game offline.
in Uplay Ubi connect settings first ..when your setting Uplay / Ubi connect to launch in offline mode
otherwise you may end up with a corrupted save file
but yes it is possible to set both steam and Uplay / Ubi connect up to launch always in offline mode in both clients settings
had to do that here a few weeks ago when my cable Internet went dead from a car taking out a pole up the road from me
worked fine to play far cry 3,4, 5 and new dawn that weekend
i keep mine on a small thumb drive ..
only takes a few seconds of time or use a save game manager program LIKE I DUNNO MAYBE ???

And when the internal enemies of America complete their MAVA (Make America Venezuela Agenda), when the internet crashes for good, in between fighting zombies (brainless idiots who voted for the enemies of America) and scavenging for food, I'll still be able to play my games. Yes I have solar generators and gas generators. Hmm, wonder if a pedal generator would be a good idea too? They should add those to FC6! lol
