Seems to be an endless upgrade.. or well as in you don't need more then 15 upgraded light ammo, unless you want to kill everything on the map without reloading.
Each upgrade of the perk gives you one more, of the medkits and thrown etc etc, the ammo seems to give ~one more mag. I din't count bullets exactly
(Same with the weapon upgrades. It seems to be an endless level upgrade.. I tried to take a weapon past 100 upgrades and it worked.. But then you more or less created a tactical nuke instead of a gun)
More Melee weapons:
Unless they add the shovel launcher this is basicly there to help you in the arena mission, otherwise you only need it if you want to snipe people with thrown shovels
More throwalbles. Similar to the medkit case you can craft them very fast with Dexterity, unless you want to spam throwables much you dont need many (or any) point on this
More light ammo: This is probabbly the one you should upgarde to around level 7-10 so you dont have to worry about running out of ammo most of the time for all of your non heavy weapons (so most guns, basicly)
More heavy ammo: Underwhelming scale compensated with the fact that heavy weapons pack quite a punch here. If you want to go with rocket/greande launchers and LMGs, this is the one you want to get upgraded. Both versions (light /heavy) affect special ammo capacity as well.
On the other hand, perk points can be farmed very easily here, as opposed to FC5. You get one for liberating civilians, for re taking outposts, there are tons of challanges for weapons/activities which also give a lot, and of course treasure hunts (prepper stashes) still yield 3 perk point magazines.
