low-level/grey highwaymen

I'm just wondering if there are any places to farm lower-level highwaymen, It seems like I'm far enough into the game that it's only spawning purple/elite highwaymen, which is fine, but its a tiny PITA to farm some of the beginner weapon perks I didn't get originally.

Unless you havn't completed all the expeditions and outposts past level 1, then no I don't think you can find them anywhere else

if you go back to the place where you rescue thomas rush you can find some rank 1 and 2 there

I was talking major places though, they might be scattered around others but didn't know a specific location is all
