"Do Not Kill Innocent Civilians" For Self Defense?

Some enemies started attacking me so I killed them. But after I took out a few it gave me a game over for killing "innocent" civilians despite them attacking me first. What to do?

Try not to kill them. If you do, quickly move away.

Just try not to hurt them and they wont attack you or you can use your GFH to kill them for you

A civilian/vendor jumped into a semi-truck I had sabotaged earlier. He brushed up against a guard rail, and like a Ford Pinto, the vehicle exploded throwing the vendor 5 metres away, alive but in need of resuscitation. Two nearby civilians - through some omniscient means, having the knowledge that the explosion was due to my sabotage - began shooting at me. I ran over and resuscitated the vendor while being shot. The civillains stopped shooting at me the moment the vendor was returned the land of the living.

I guess that you may have found out by now. When you see someone afar, use your binoculars and if they are enemy, a red triangle will appear. Or if you use your gun and aim at them with your iron sight long enough, the red triangle will appear. All friendly NPC have a small white circle showing above them. Also, if you just move your reticule over them, the reticule should change into green in colour (when it is normally white). Hope this help if you haven't found out by now.

I get this too. While I was doing the quest, there was a gunfire against highway mens and civilians. One of them aimed me with a sniper and I shot him/her, then I got "Do not kill civilians".

Yes civilians have aimed at me numerous times, and numerous times I have shot them. They are a lot harder to tell apart from Highwaymen, than Peggies were in FC5.

I dont really know the rules for attacking civilians but for someone who loves terrorizing the locals, you can kill quite a lot and be fine. I just dont know the limit. You just die

The game gives you a game over for simple self defence.
