The first place is on Dutch's Island, near his bunker where you started Far Cry 5. That point is marked by a blue arrow icon near the bottom left of the screen capture below. Otherwise, you can go to New Eden which is marked with a yellow banner near the top of that screen cap. You'll be refused entry into the camp, but Joseph will then appear outside the camp walls and give you The Prophesy quest.
Note that this quest is not straightforward, and if you want to avoid frustration, you can search on Youtube for guidance. Once completed. you will get Joseph's book that you need to enter New Eden and receive the Eden's Fire quest. Only then do you get the bow.

This bow isn't overpowered for any part of the game, It's exactly as fast as you'd expect a bow and has the lack of piercing ability you'd expect from a bow. This trek takes forever at the beginning of the game and is pretty hard with just the basic weapons, seriously don't waste your time. In fact if you choose to do this, you probably need to unlock a second weapon slot or you'll probably die because this bow sucks so bad.
Maybe I misunderstand the meta of this game. Idk why this was in that guide, but I wish I'd started out different.
1. You have to aim, as DragonTerrain said above, via the right mouse button—it takes a bit of practice to get used to the drop-off in long-range shots.
2. You have to 'draw back' on the string by holding the left mouse button. Then you release the LMB to shoot.
