Uplay and Steam

You probably can play together seeing as co-op is done through UPlay and not through steam :)

As Gary said. You can play without problem with your friend. Personal experience

Just invite your friend through Uplay (Shift+F2) while in game.

Uplay is required anyway for playing the game, so yes.
You can import your Steam friends on Uplay too in the Friends menu.
