How do outpost outfits work?
It says you get 'a chance' to get an outfit when you liberate an outpost, but I just libbed Chop SHop and that outfit was still locked. Does it mean it has to be libbed 3 times?

It means, you don't have a 100% chance to get a cosmetic item after you liberate an outpost.
You might need to do it more often.

well idk if i been lucky or not i gotten a new outfit everytime i librate an outpost 2 time :P so maybe luck or just random :p

You don't get an entire outfit, just a piece. So you have a chance to get a top, bottom, head, etc
