This is because only the huge main files can be altered, not like smaller patch files found in earlier versions of Far Cry. Because of this, modding is really difficult.

Apparently they are able to edit all UBI Soft files now, as well as EA but there aren't any mods. Atleast none seen for download.
You could change them but to share with others meant you had to upload, in the instance of FC5; 6 GIGs of data, which was the patch.fat + patch.dat.
In FC 3, 4 you had files that altered the patch.fat + patch.dat which was patchHD.fat /patchHD.dat on top of the patch.dat / patch.fat.
The patchHD.fat /patchHD.dat was of a far smaller file size (approx 14 to 100mg) recompiled from edits and was the only files required for distribution to alter the game..
The author of the Far cry 5 Redemption mod had trouble recompiling for the latest Ubisoft patch, 10 gigs as Ubisoft included more graphics to use in Arcade so left the mod as is, not supporting the DLC in arcade (you switch out to the original files to use Arcade). He tried to create a patchHD.fat /patchHD.dat for a much smaller distribution since only text edits were present, but the game would not recognize the changes.
I'm going to have to look into that, i'd like to be able to have more then two companions.
Sorry, just a very personal opinion, not tying to create any discussion. I love the game.
It's not the console commands that do it for Skyrim and Fallout, it's the modders with endless ideas and creativity. I myself am working on a Skyrim SE project that is pretty monsterous.
But UBI isn't ever going to do this because they think they can leech from micro transactions to please wall street forever.
The stupidest thing of it all in Far Cry 5 they have these silver bars or whatever you can buy for 49.95 to buy weapons etc etc. #1 It's pointless when you can spend an hour in game and unlock that crap. #2 You can cheat get a couple trillion bucks and unlock it all, but that's saying something because there isn't much content to unlock.
Mind you the game industry as a whole is a pretty f'ing stupid, we have Rockstar over here with GTA V excellent and a pos at the same time. They have everything we want in Far cry 5 in that game, but they refuse to update single player because they want to make money off that pos multi player.
UBI Makes a Farcry 5 every year like EA puts out a madden, and gives the finger to every game before it, no patches no acknowledgement, it's just dead forever. So usually EA Games and UBISoft games are off my radar until they reach 15.00's and below. EA they practically have to be free.
But offering mod support for these games would be a mighty step in the right direction.
