Because of this, the Five Stars Theme Park is most efficient for me. The packages are never far away from the landing spot and their random spawn locations are all in the same area and thus easy to find. This means shorter times to get the package, which decreases the overall expedition time, and thus increases your rate of farming.
There are numerous closed spaces in the park to seek cover to wait out the timer countdown. That way, you don't have to fight your way to the end with greater risk of dying - something that is tougher with ISS. It's also the only expedition without explosive carrying dogs which have been the single greatest risk of being killed for me.
Finally, a minor tip to get a slightly better rate of farming. As soon as getting out of the helo, engage Wrath since it gives about a 50% boost in running speed to get to the package. That's a few seconds taken off the overall expedition time which adds up when farming. Also, I don't make any attempt at stealth before grabbing the package. Doing so slows you down which reduces your farming rate.

What's not easy is the heli guy is always late he's never there when I'm all done so la-la-la kill-kill then he shows up I'd fire him if I could.
That's why I never make a run to the pickup point after grabbing the package. There are all kinds of cover opportunities around the package spawn points since they are most often indoors. There you can find camping spots to easily take out reinforcements while waiting for the clock to run down. Only race to the pickup when there's 30-40 seconds left on the clock instead of standing in the open at the pickup for minutes and fighting waves from 360 degrees. More detail here:

The worst is when you are dropped off at a dock and you have to make your way to the airplane tail for the package. That's over 300m away with two water crossings if you want to keep to a straight line. Remember, the time to complete each expedition is exactly the same once you grab the package. The only opportunity for faster times is finding quicker paths from the drop-off to the package. In my experience, Plane Wreck has the longest average paths and thus times.

if you use the wingsuit correctly for grabbing package and escaping you can save alot of time
I can read. Pretty clear you can't.
OP is looking for the one expedition that is "fastest to complete" and not fastest to run. Once you get the package, it doesn't matter how much time a wingsuit saves in escaping, you have to wait 2 minutes and 35 seconds for the helo to arrive and the expedition to complete.
A wingsuit can only make an expedition "faster" by reducing the time it takes to get from the drop off to the package and there aren't many opportunities for this. Flat maps like the nuclear plant and plane have no real opportunities to get to the package with the wingsuit beyond short hops that you can do faster using Wrath. At any rate, your statement that wingsuits make all expeditions equally fast is demonstrably wrong.
Working to get my bow to one shot kill the Elites.
I've subsequently taken the bow up to 7200 damage to try and single kill the twins, but that's well below their single kill threshold that appears to be around 12,000. My elite sniper rifle is at 15,000, which will incapacitate the twins with a single shot, but it won't outright kill them.
