I pretty sure you could mix and match that photo any way you want and somebody is going to be offended by it. Seems getting offended is the knee jerk reaction these days.
For example:
The lead character is a woman. Why does it have to be a woman?
The lead character is of this race. Why does it have to be that race?
So on and so on..... (lead character can be anything you want but it's just for a point)
Did the designer have an agenda when they created it? I don't know but I doubt they would want to polarize their game that much. Now if they have a video clip of these young ladies uttering racial slurs before they killed the white man, they I would say that would be offensive.
Companies want to be as inclusive to their fan base as possible but they ride a fine line of offending part of their fan base. People will get offended just by including material others don't like such as LGBT, Transgender, race, etc.....
Maybe Ubisoft should have remained loyal to the hardcore Far Cry fandom?
Those of us that liked and played the original Far Cry games.
Look at what Capcom did with Resident Evil 2 remake. That game just released and is selling a LOT. And everyone is positive and happy with that game. Because Capcom listened to their hardcore fans.
What makes a loyal, hardcore FarCry fan?

You know what happens when the programming doesnt agree with the people that are being programmed? You get a backlash.

White men wont be the only ones looking to set things right, we have plenty of Blacks and Asians who also want to put a sword right into the chest of all this fake racism...

Cause otherwise we wouldnt really even know about race, much less care or even have a problem with racism.

Racism is an invention of the Elites.
The Elites want you to hate.
The Elites want Racism to exist.
The Media needs Racism to keep on existing, wrap that around your brain and let it sink in.
The Media perpetuates Racism on purpose cause they need us to hate one another.
The politicians use racism and man hating to keep their hands on the levers of power.
That sort of thing tends to bleed into other games. Especially when said game looks like a cheap cash grab.
When Mass Effect Andromeda first launched I could not even create a white character. Because there was no proper white skin tone available in the character creation. Lots of developers hate white males now and don't bother hiding their racism and sexism. I've a feeling this game is going to be pro colour and female. But be anti white male. Lots of media is like that these days.
Literally in the cover they glorify the coloured females dominating the useless white male. No wonder America is imploding.
FC2: Killing Africans, with black villain.
FC3: Killing Latino/islanders. Latino villain.
Blood Dragon: Killing neon cyborgs with an 80s villain stereotype.
FC4: Killing Asians.Efeminate Asian villan.
Primal: Killing cave people.
FC5: Killing a diverse mix of Americans. White villain.
New Dawn: Black villain sisters.

People just love to be outraged. The funny thing is that the far right is always hating on the far left for being easily offended, but they are all equally triggered snowflakes.
They look like 16 year olds. It already kills immersion.
It has less to do with their games and more to do with the company's public statements. The public statements they put out are not very reassuring if you are straight or white lately.
I am all for equallity, just not for dumping on 1 group/type of people in order to raise another. That's not equality thats just hate.
Personnally, i see two f*cked-up 20+yo humans, probably twins, with a childlike feel to them that i assume is due to a complete lack of education and learning, threatening a grown one, in a post apocalyptic world (Which is clearly something inspired of fallout 3's little lamplight). but hey, i'm not a c*nt, so i don't see races or gender when i look at things, and i certainly don't get offended when they don't match my own tribal association fantaisies.
