I found it by accident after 60 hours of playing since release just last night LOL.
I have to admit one of my favorite parts of far cry 5 was the specialist having conversations with each other.
It's called Roughneck's Crag and its SE down the mountain from Selene.
Man, all i wanted was to hear my mans Hurk talk to Nana. frakin hilarious

The best charater interation is still when you bring the Judge to Hurk's recruitment mission. The moment he/she sees Hurk, all you hear is just a long-suffering sigh/groan.

So just an hour ago i was complaining out load that we never heard anythere about the deputy except a slight mention or 2 (i still havent completed the game yet) and like my original post i like listen to the conversations of the guns for hire and one thing i havent done is bring judge to roughnexks craig and see what hurk says to him and what do ya know, hurk say to judge "hey, dep" well damn.......i was just thinking maybe the judge is Jess Black....but she would never work with the father, but being locked in a bunker with the father for a few years might make you become friends

Yeah, between the diary in the bunker and he interactions with some of the other companions, it's pretty clear that the Judge is the deputy/Rook. (Carmina and Jerome also have interactions where they flat-out confirm it.)
