Is rose bad?

I tried playing as her for the first time and just got outdamaged and outpaced by every other character. No matter how much I kept her headhunter maxed. Maybe I just got boned on my talents or something?

She's not bad, but she needs some curios to really shine and an agressive/risky playstyle rather than playing as a sniper, vault over enemies to drop mines on them when you have that perk instead of staying away for example.

Mosly you want the attack speed and damage boosts from curios and books, and perks that benefit your autoattack as it's the biggest source of your damage specially when it can pierce, shoot 3 projectiles or create area explosions. Her Q and W can get pretty strong as well, I rarely invest perks on R except for the explosion to make it cover a bigger area, and almost never pick perks for E since the damage is pretty low and it's most useful as just a quick stun.
