I have tried setting everything to low, dx 11 and 12 mode, disabling Ray tracing, changing display mode and resolutions, verifying the game, reinstalling, deleting dx cache, deleting nvidia cache and deleting games preferences in appdata folder.
If you start a new game after this occurs you get a black screen. If you exit the game and start a new game it works perfectly.
I haven't reinstalled my GPU driver or done additional time consuming trouble shooting as something is obviously wrong with the game itself.
For whatever reason exiting when that happened and resuming in that particular cutscene results in this issue and prevents anything 3d from being rendered until you restart and start a new game.
Was really looking forward to playing too!
Edit - The only way I got it to work was to restart the chapter before. Overwriting my previous save with this new one.
