The only available way for me was through a bundle. You get a discount for having the base game and the price will eventually go lower when it's on sale again (I bought it during this past weekend during one): https://store.steampowered.com/bundle/18801/Life_is_Strange_True_Colors_Deluxe_Edition/

Apparently the Wavelenghts DLC could be purchased separately in the past, but is not available anymore. That's probably why the game opens up the main Steam storepage every time you click that option.
