If it's going to be an easy fix, then checking the chapter select should let you see which scenes have collectibles to find. If there are any missing there for some reason, that would explain the missing achievement and collecting them should fix it. If they're all showing up as found in game, then you could try interacting with the last one or two again to see if that shakes anything loose, but the achievement may need to wait until your next playthrough
That's what happened for me. I went through the Chapters section to look for any missing memories and made sure to complete the scene (you can skip dialogues (default is SPACE on PC) to make this much quicker). I got the Haven Historian achievement after collecting the final memory I missed.
