It's pretty equivalent to the Warren-Max-Chloe triangle in the first game.
The game does push a particular political view - that murder is bad - and there are examples of abuse of political influence by a big corporation, but nothing I'd describe as controversial politics.
Agenda is just your usual fighting the big bad mining corporation that has hold on this town.
