The dinosaur reacher-grabber scene

There's a small scene if you look for it at some point in the game wherein you have to use a reacher-grabber shaped like a dinosaur head to open up the back of someone's fence and all that seems to be inside is a wheel crank like one might use on a pirate ship or something like that. On that item, Alex says something like "Yee-and I can't stress this enough-haw".

I mean it's funny but I don't really understand if this is just that or if there is more to it that I'm not getting? I saw a video online saying it was a reference to Chloe and Max from the original LiS but I'm not understanding the correlation.

If you look at the little table behind the fence, there is an ashtray that spells out "OREGON." It's the same one that Chloe used for her marijuana joints in LIS 1.
