What is the connection?
Who retweeted? The developers of True Colors?
I think comparing art style and gameplay is like saying King's Quest has a connection with Leisure Suit Larry. Same makers, same engine, same art style...
There are some theme similarities, but I think that's to do with the stories Dontnod likes tell. I think Twin Mirror shares more similarities with True Colors. Like it was going to be LiS 3 but Square Enix didn't let them do it.
Oh yeah, I now remember an obvious one. It doesn't mean the games are connected. Just that they know the player base of LiS will likely play Tell Me Why too. And that it's made by the same company who wants to refer to their other work.
Sierra games also shared Easter Eggs between their series. And Lucas Arts did have Easter Eggs were they made digs at Sierra. And LiS 1 refers to Myst. Even LiS 3 does. I would not drop Myst as the first game of the LiS series to play. I'd recommend the game, but not like that.
There is no living or dead character in Tell Me Why from the LiS series. That is what would create a true connection.
It's not accidental, the development of True Colors started in 2017. DONTNOD started "Tell Me Why" the very next year, they knew the story of True Colors so they just added an easter egg referring True Colors... No large theories or tinfoil hats. Just developers having a banter or just a marketing stunt... But Tell Me Why is not from the LiS franchise
