Read this fixed the issue for some people.
Yeah, evidently dx11 allows me to hit 1920x1080, it's just dx12 that's capped for me. Thank you. Not sure why this is the case though.
No problem, there does seem to be issues regarding display settings, it appears that the game isn't correctly detecting display hardware for some and HDR is broken for everyone.
When I first launched the game it was also set to 1336*768 on a large TV so looked dreadful.
Hopefully this gets fixed ASAP.
Edit: I tried a fix from a post in this thread and it worked. I was always using DX12 and it wouldn't let me go above 1440p no matter if I used fullscreen, borderless or windowed. So I booted up the DX11 version and it would allow me to change to 4k and save it. Then when I went back to DX12, it was still preselected to 4k.
