Game won't even start
I tried clicking on desktop and then from Steam. It doesn't even start. Tried to run it as admin, but says it lacks a file. Verified integrity but nothing.

I have the same problem. I press LAUNCH, it's showing for a few seconds that I am playing and then I am just ONLINE again :(
Same problem
What are your specs?

Is the missing file "xinput1_4"? This is a peripheral driver for xbox controllers, in the wisdom of the devs/publishers, they made controller support mandatory. One down side of this optional play style being crucial to function is that is breaks the ability for older systems like Win7 to run it.

I have Win 7. Is there no way to make it work?

Yes, that's the one.

There is no way to get the win10 xbox controller drivers working on win7, the best course of action is to either upgrade the OS, or if you're in the camp that can't, refund the game like I did and/or wait and hope that the devs figure a work around for this issue in a future patch.

You can try to copy xinput1_3.dll (C:\Windows\System32) -> paste in System32 -> rename the copy xinput1_4.dll
Sort of worked for me: game still crashes at main menu, but my sr are waaay below recomended

+ Disconnect from the network, start the game, then reconnect after it's reached the title screen.

As soon as I reconnect, game crashes with an informative "fatal error" message. Other than that, I so far managed to play through 1st chapter / side A in steam offline mode.
Although in that mode the Steph's story DLC (and I'm assuming all other DLC(s)) doesn't appear to be active (main menu option is labeled "buy Steph's chapter"). Also no achievements and no global choices statistics available :(

Steph's story DLC releases on September 30th.
