In the game's folder, open the ArlandDX_Settings.ini file with the notepad, and set ScreenWidth to 1920, ScreenHeight to 1080 and Fullscreen to 1:

However, when I checked the corresponding file, the changed part of the game settings was saved as changed.
Even when starting up the game, only the first few seconds are full screen, but the setting is forcedly changed immediately after that.
Maybe could be an external tool causing problems with the game?
On my PC (as far as it can be confirmed), there are other applications that are running while steam is running, only Google Drive, Norton Internet Security, Geforce Experience .......
However, after the previous reply, I tried to solve it by switching between window mode and full screen mode.
As a result, "alt + enter" did not change with only the error sound, but when I clicked on the taskbar icon, the game returned to full screen mode.
Although it has not reached a fundamental solution in that it takes time and labor to return it to full screen, it seems that game play can be managed with resolution as set up on my PC.
