Comparing early scenes in that PS4 Pro video and the game running on my PC, the only thing worse on PC is aliasing (though not sure if it's youtube's compression hiding aliasing or if the PS4 version has anti-aliasing).
But yeah, i would not put it beyond Koei Tecmo that its all VITA ports on every platform.
I mean the "Plus" content in this DX version is from the special VITA releases of the game.
And since Koei Tecmo is notoriously cheap with their ports i can fully believe that they just ported the VITA version 1:1 and called it a day.
Anyway, checking a video of the PS3 version of Rorona Plus, it also doesn't look much different (and the differences that there are could be from the video itself):

Though I guess Rorona Plus on PS3 could have some things worse than the original Rorona?
Either way, to me it looks like both the PC and PS4 versions are based on the PS3 version of Rorona Plus.
