That’s bad. I think it’s either a faulty sound driver or some process interferring with it.
I assume you have only one ‚soundcard‘ which is integrated into you mainboard, correct? Please post the exact model.
Which driver did you install and where did you get it from? Did you install the driver only or some additional (included) software. It may have been installed automatically if you used a setup exe/msi.
I suggest the following: Download the latest driver for your sound-device. Disconnect from network. Uninstall all sound drivers (device manager) and belonging software (programs) and restart. Repeat this step until Windows doesn’t install a previous driver anymore. Install the driver you downloaded.
I hope the latest driver will work.
Which video card model exactly do you use and which driver?
To verify if the game outputs sound to any device (which you don't hear) you can do the following. Start the game and set it to Windowed in Options -> Video -> Primary Adapter. Move the window out of your way to any side but do NOT minimize it because this would stop the sound. Open the Windows Sound dialog by right clicking the speaker icon in the taskbar and clicking Playback devices. If the game has sound, one of the meters there will show it.
If this doesn't help, enable log writing for Supreme Commander and have a look if there are any errors written to it. You can enable it by opening the game's Properties dialog and setting the SET LAUNCH OPTIONS... to the following:
