Difference between Gatherer's Cabin and Herbal Hut?

Gatherer's Cabin seems to collect some of the same things as an Herbal Hut - is it just that one is collecting the stuff for food and the other is collecting the same stuff as medicine? Is there an issue having them in the same forest area?

You have pointed the exact characteristic of each (Food and Medicine), and yes, you can place both collect area as the same since they collect different things it will not interfere (Gather Plants task collect both though), I hightly recommend you place together with the Forrester's Lodge area you will make a nice green area

And for times of drought, I usually put 2 waterers in the area, a pump and also residential buildings. So that the walking distances are not too long.
