By the way, you can drag&drop the screen too
5 max Utensils needed. (There are only 5 Research Levels)
Find them by sending scouts out to explore ruins...
They will automatically unlock the next level and will not appear in your inventory.
Check this by going to the Research screen and looking on the left side of the screen.

But to be complete... as above for Utensils to unlock levels... but as Noobi has said.. you use points to actually research a building or decree on each of the unlocked levels.
You can hold a max of 10pts (unless you get more awarded to you).
You generate the points by having no research being done and someone assigned to the research building and it then is set on a timer which can be interrupted and then restarted between researches. This can happen until you have 10 RP's built up. It will then continue to build up as long as you have not reached 10.
Sorry I thought you meant unlocking levels for items to be researched (Utensils).

ps: the more assigned to the research building.. the faster you generate points.
