tip.. stick with scrap tools and scarves until you produce enough equal to your pop.. then go metal tools and masks... first 100 seasons you only need 20 suits for the expeditions. Also keep 50 scrap tools and scarves in your inventory for side missions and expeditions once you start to upgrade.

Try adding warehouses / wells / markets / food points etc along roads with very little to offer. In long distances your settlers maybe suffering thirst/starvation and their tools or protective gear may be wearing out with no option but to walk all the way back to one of the above to get these items.
eg:
bus------Well-----market-----water point---- warehouse----well--employment
On long spread out distances.. use a market to gather a bit of everything.. you'll find scrap collectors/foresters are the main culprits here (not the only) due to the long distances we send them to gather scrap/wood.
but a screenshot would be helpful here to see why it maybe throwing these notifications.

Tip: Use the market ring to roughly judge the max distance a worker can travel before possibly getting these notifications... then place a well.. warehouse and food point at that location..
