Upgrade to Town hall

How do you do it? Upon searching the internet I came to understanding it has to be a quest. What triggers it?
Someone please help me!

Ps. I got enough tech researched and all basic needs covered, people overall are happy.
No upgrate button on the bus.

Hello there,

that indeed doesn't sound right. You are correct that the upgrade to the town hall should be a button on the bus. If you haven't upgraded your bus yet you have to go through each of the other upgrades until you reach the townhall.

Could you please describe what mode you are playing. Is it Survival Mode or are you playing a Tutorial or one of the scenarios?

Also, could you please send us the save game of the session where this problem occurs?

To me scenario Future without Sunshine wont upgrade
I thought it was part of the play since they will go to the bunker

One more thing:
If you play a Tutorial or a Scenario the Town Hall will only become available after you finished the main quest line/finished the scenario, unless the town hall is part of the scenario or tutorial itself.

I would like to add my name to this thread, because I'm having the same issue. I'm playing the scenario (Shared Suffering) and I already upgraded my bus to the max, but no upgrade to town hall. Where is the button supposed to be? Also, I'm wondering if this update only applies to DLC's scenarios or all scenarios?

Be happy to share my savegame too. Just let me know where to send to.

I believe this may be my problem. I will report back after i have completed the "Rome" scenario. Thanks!

I can confirm that it works in the "Rome" scenario once you're done with the scenario. Started up my save from after i finished that one and within minutes i got the "quest" to upgrade the bus to a town hall.

I've been playing the Rome scenario and wondering how on earth to get the Town Hall. I guess I'll just have to wait the scenario timer out... It seems odd to have to wait hundreds of years to get a town hall though :(
