I think it is just that they are not able to give a yes answer, since they are not able to commit to a timeline for confirmed delivery for Steam Workshop availability. Because we all know everyone would stick their feet to the fire if they missed a deadline.
There's covid resurgence in some countries, Germany being one of them...so timeline is still up in the air for a lot of things. And I would think gaming deliverables is at the low end of people's priorities right now, if living takes a precedence. But, if everyone is back in lockdown mode, productivity might still go up. So who knows at this point. Plus, the Assemble+Gentlymad team is on Easter break.
We wanted to tackle this for the full release, but we had not enough time to do so. We would be really happy to offer mod or workshop support on an official basis, but it wasn't possible for us, since we're a quite small team.
However, you can join our discord and have a look at the modding channel, since some players already started to create some tools on their own. :)

At its core, Endzone is a clone of the venerable Banished. Games like this almost require mods for longevity, unless the devs decide to do continuous content updates; otherwise, the game gets dreadfully stale after not too long. I really am hoping you guys will not abandon the game, but continue to add content and mod support in a future update!

Yes Endzone was fully released on March 18th 2021. But this doesn't mean that we won't work on the title anymore. We will still provide some patches with bug fixes and QoL improvements. However, there won't be big content updates this year. But we already announced, that we will release a DLC - more like a traditional add-on size-wise - this year. No ETA yet.
We wanted to support the Steam Workshop for the full release, but since we're a small team, we couldn't really tackle this, since there were so many other things. We can't promise anything for the future here, but we would love to support the Workshop.
