That's only a guess, because I noticed a similar behavior in a previous mission (the 1st I think), where you have to use the IG to destroy the gates but the last one don't come down, and so you get to use Eldars to kill the wizard keeping the gate up.
If you remember, there's lots of Chaos turrets and some of their "spiders" (forgot their name), the units that does melee and acts as artillery units. Well, as the Eldars, I noticed that the turrets don't shoot me and I can't do ANY damage to the artillery; the only thing I can do is kill the wizard and that's all. Even the wizard was dubious about attacking me, as he was just running around my Eldar units without attacking, and my units didn't attack him until I manually told them to do so. It was really weird.
Then your control goes back to IG and even there, the Chaos turrets didn't shoot me at all, letting me destroy them with just infantry without a single loss lol.
The WA campaign is really cool in theory but because of the aforementioned heavily scripted behaviors, I find it the worst of the entire series.
