As for actually dealing with combat personally, I defaulted to using environmental weapons, those make fights go by crazy fast. Especially bicycles.
The combat is not bad it just takes getting used to. Guess what? I only started playing less than 2 weeks ago and I'm already on my way to earn the platinum trophy - all I need to do is finish the game on Legend difficulty, which is nothing compared to doing all the bouncer missions. I think I should be done by tomorrow.
With that said the combat is a result of this game being the last in the series prior to "Like a Dragon" which was the first intentionally released on PC. So Sega was experimenting with Kiwami 2 in order to get the formula right and those are the results.
However, the combat does work, here I will explain how to do it:
1) You gotta reach chapter 4 and unlock Cabaret Club which will earn you a lot of money which you can spend on food and the AppStim medicine which empties your stomach in order to earn truck loads of experience.
2) Once Kiryu's stats are at mximum go do all substories and side activities which unlock access to more skills.
3) In chapter 5 do all training with Komaki which will unlock "Extreme heat mode" - using it boosts your damage tremendously as you can charge up your finishing moves to deal more damage when you hit an opponent, they can deplete over a whole health bar, also Kiryu cannot die while using this mode, he will still lose health but he cannot die as long as EHM is active.
4) Unlock everything else during your first playthrough, like the famous Tiger Drop once you reach chapter 13, except for "Essence of the Brawling God" which can only be unlocked by doing all the bouncer missions so postpone that until you reach Premium Adventure
5) Once you reach Premium Adventure you can unlock Kamiyama's special weapons which have infinite durability/ammo and use them to complete all the bouncer missions.
If you manage to do it you will unlock "Essence of the Brawling God" which will fully charge your whole heat bar when you perform a taunt, which in turn allows you to use EHM constantly and thus renders Kiryu pretty much unkillable.
NOTE: Do not start a NG+ playthrough if you intend to finish all the bouncer missions, as you will have to redo them all from scratch. So unless you intend to do them on your 2nd playthrough instead of during Premium adventure do not leave them half finished or you may lose a lot of progress.
Btw are there ground grabs where You can for example grab grounded opponent leg? Can't find info on internet and I really miss fun as hell Beast style ground grapples.
But when I try to play Bouncer Mission I realized this new combat system is really good when you fight an army of enemy at one time it incredibly fluid with this kind of battle.
too bad this kind of battle not include in the main story or side quest not even Long Battle that can show off this new system full potential.
At least now they has REAL physic you can jump from higher ground you can throw enemy over the fence without heat action.
But I can understand how you feel it so low key when you fight with normal battle in the game also some heat action is freaking hard to unlock.
Like you need to win hardest challenge on Batting minigame to unlock Baseball Bat Heat Action.
You need to get SS relationship on Haruka for Bowling Heat Action.
She will give you a bowling book but why did Kiryu need it beginning with he already playing bowling for at least 17 years.
(And Haruka also love to ask you to do impossible request for every mini game because she thought Kiryu is super human who good at everything while the player behind him don't even know how to play any stupid card game in Kamurochou.)
This decision is super stupid why need to go all that way to unlock just a really basic joke Heat Action from previous games. Koumeki and Granma white ancient technique is even more easier too get.
(And Counter Armchair Heat Action is not exit anymore that make this guys even more annoying.)
I've passed on them, they became very repetetive early.

man I was so sick of babysitting haruka in kiwami1 so I've sent her home asap in this game lol
Still this somehow became my favourite in the series and I ended up really liking the combat after a good amount of upgrades.
hmmm I've became overpowered quickly with damage output after leveling up some stats and skills - even vs those 150 shades of gray HP bars guys on colliseum and I was playing on legend difficulty :/ And heat actions damage is not scaling down like in Kiwami 1 here (the more heat moves You used the less damage they've dealt).
Also gamepads with extra buttons are more than welcome in this game because You can charge those blue attacks 24 hours per day even mid combo so just map X button to some extra gamepad key. Charge attacks combo chaining is fun and pretty flexible.
But right now I'm playing Yakuza 3 on legend and man bullet sponging here is on surreal levels lol still komaki parry makes yak3 combat trivial but still time consuming because idiotic HP numbers.
combat system is a huge step forward
uh oh man. Why? Yak3 is just unfunny joke pre-alpha version of Yak4 combat and Yak5 is just Yak4 combat but slower and more floaty with some minor changes (but I'm only at Kiryu story in Yak5 right now - leveled him pretty maxing out body and tech skills asap, also did whole komaki training early)
Sure, huge step but backward.
