I would read the overview, however you should scroll down the link and find the youtube video which lays it all out in painstaiking detail. It is an easy game ultimately, but there's a bunch of nuance you just can't really pick up on unless it's explained to you. iirc the video is like 3 hours long, the last hour being example hands, so you don't really need to watch that.
edit:
btw, you'll want to keep 1 or 2 peerless tiles just in case you want to 100% the completion list, which requires you to do the mahjong tourneys and most of the time there's a table or two that is damn near impossible to beat. You really don't want to be in that position having squandered those tiles. You can pick up more on NG+ if it comes down to it though. also, I believe there are a total of 3 tiles you can get through one playthrough. I could be mis-remembering exactly, it's 2 or 3.
