Why does the game literally have no voice acting other than cutscenes?
In Yakuza 0 and Kimawi 1 everything that is related to the main story is voice acted.
With substories and such the characters involved make a sound or grunt.
And in Kimawi 1 even some substories have voice acting.

I'm a few chapters in Yakuza Kiwami 2 now and the only thing that has any voice acting is the cutscenes. Main missions that involve out of cutscene conversations or phone calls are completely silent.
Of course that remains the same for any free roam interaction and substories as well so far.

What gives?

Had to enjoy the beautiful graphics of characters if they are more lifeless and silent than previous games..

well you have played the previous games so it shouldnt really be a surprise that there isnt much VA for side content, which i think fits the jrpg theme pretty well, its quirkier to play voices in your head than to hear them
its like the older lego games where the characters would just grunt, sure they didnt speak but it still spoke volumes

There are a handful of substories that have voice acting in YK2. Still, it does seem marginally less voiced than 0/K1.

Not sure it has much affect on my enjoyment. If you got this far into the series and you don't hear Majima's voice when you read his lines then you aren't playing Yakuza right.

There’s no voice acting in MAIN missions outside of cutscenes either

again, its pretty norm for yakuza games to have less VA and more text
why does everyone want games to be upto their expectations? If you want VA so much play a triple A title

As far as up until chapter 4 which is where i am at, ALL of the transitional dialogue isn’t voiced, which is half of the dialogue which is very noticeable and wasn’t the case in the 2 previous games.

Oh I agree it's noticeable. I picked up on it fairly quickly and I haven't even played K1 in at least 6 months. Still, the upgrade in cinematic and graphic quality balances it out.

Up until a couple of years ago, Yakuza was a pretty niche series. It's a JRPG-BeatEmUp and the only series even close is Shenmue, another niche series with only a few (rabid) fans.
Maybe there is a possibility to dub quests with AI?
