Where are the fun packs?
Already checked both aoi and serena, people say that they should be there but they aren't

There are no fun packs for PC even though you get the mail from Bob telling you about them. Look at the store page for the clan creator DLC. At the bottom you get a list of things included and all the fun pack content is listed there (costumes, the four SR cards, the weapons etc.)

no, they're not on the store page either to download, the only dlc on the store page from what i could see is the clan creator bundle

If you're talking about the overpowered mini game items, that are found as a package at Serena. That is the Clan Creator Bundle, fun packs I remember as being items from the clown guy.
If I'm not mistake it was given for owning the previous game on Kiwami title. YK1 ( I might be wrong there )

But the Package at Serena Bar was definitely from Clan Creator.

i've been in that room multiple times and there's nothing there

But did you download the dlc? The Clan Creator Bundle has everything in it.

no, i was expecting the fun packs to be included in the base game as free dlc just like 0 and kiwami 1

They were kinda free. (if you preordered)

Either way, the Clean Creator stuff is OP and I actively avoided using it because of it and even the costumes aren't great. You're not missing much.
