Substory #3 bugged

I started this substory a long time ago and finally went to continue it. It includes talking to the mama in Earth Angel. Problem is, I'm supposed to get a call once I'm trying to leave... which I don't. I've reloaded my save multiple times, it always happened. The substory also completely disappears from my tasks menu after that.

...please don't tell me my save file is broken or something, I'm going for the 100% and even already spent hours on mahjong completing that, I do not want to go through all of this again.

have you tried starting the mission over at Stardust? are you trying to do this during the wrong time of the day (I think it normally triggers at night)?

I can't really restart the mission, since I accepted it ages ago and it just sat there in my tasks menu. Knowing that it should occur at night is a tip though, I'll try talking to the mama at night, maybe I'll get the call then. Any guides I read never said anything about a required time of day.
