Can I get Ono Michio Hostess on steam version?

I opened the package in Four Shine and it only gave me Haruka's ball?

You need to open packages in Aoi (Satenbori) in Chapter 4 i presume

I opened it in Four Shine and now the package in Aoi is gone. Do I need the DLC? It only said it contains Majima Construction characters.

Well, certanly one of Ono Michio Hostess should be in Fun packs (free dlc), dunno about the second one
