Its going to feel SLOW AF in the beginning. Try and invest in combo speed upgrades first and foremost.
Does it get better?
Depends on how you define better.
The fighting in Yakuza games is basically a more polished version of what you would find in lets say Double Dragon, but don't expect "proper" fighting game mechanics like for example SkullGirls.
I've played Yakuza 0 and Kiwami so this new fighting system is throwing me off, it seems like its harder to actually combo since enemies randomly block and I'm hitting like a wet sponge. I've played through the first 3 chapters on the PS2 version and the combat on there was more enjoyable.
I never liked the situations when somebody "dodges" behind somebody's back or how you can miss someone standing right in front of you.
The combat gets the job done, but stubbornly carries over the old flaws, and is never excellent nor excitable.
That said, I don't play Yakuza games for the combat.
Which is why I'm bad at fighting games haha.
First fight against Ryuji Goda on Legend difficulty will give you nightmares
But yes, in the random street fights and such Kiryu is basically god.
