How do you do this shogi puzzle?

Even after reading the manual I still don't understand how to play or what it has to do with a safe combination, and the game doesn't even let me interact with the board

I remember being stuck on this puzzle for hours on PS2 and only getting past it with pure luck

you aren't playing anything. The pieces are on specific squares you can assign a number to. You have a certain list of pieces, and an order in which to put them.
