So I just got the one substory where I need to escort this guy that is getting hassled by ladies... and I managed to get him to the perv closets just fine, but now he wants into Earth Angel, and to do that I need to get into the Champion District... and to do that, I need to get past the rabid females that are policing every entrance like their lives depended on it.
Shichifuku, Pink Street, Sanryo Avenue, just women everywhere, and It think that's all the entrances to the Champion District...
What does the game want me to do? Do I need to go to Don Quixote and buy a paper bag to put over this guy's head? I swear, every Yakuza game is awesomely fantastic, but then something infuriating like this sneaks up on you.

There's a bit of twisty path.

Use the southern entrance into the Champion District, then navigate counter-clockwise. The fans don't detect him from all that far away.

It shows where the girls are on your map as red triangles, it is a convoluted path but you can absolutely make it there

OH! I'm stupid, I didn't notice the red triangles. I just play with the map turned off, as remembering all the locations in Kamurocho is more fun that way. Thanks guys.
