Improve performance / lower settings?
I tried to run the game at 1280x720x30 as is the lowest setting and I had some FPS lost.
I played as charlotte and got to the part where the joker guy kidnaps Heath and I dunno if that's a pre-rendered video or what but that part with the credits ran perfectly but I did notice the graphics looked different there as if they were running on way lower settings.
That tells me, I can run this game decently on this computer but the game gives no options to lower the graphics or anything.

Any ideas?

I think you can't change the settings. Hrm. But I mean, you game play this game on a toaster... How old is your computer?

This game runs on a Switch no problem. A 2012 low-tier card will run it properly.

It is quite old but it can run games like Sonic Generations, dead space, outlast and some others with no problems. It should be able to run this one on 720p.

This is precisely why I'd like to lower the settings. I know the Switch version and this one aren't the same but if only there was a way to have more control over the effects and lighting I bet I could make this run perfectly.

All right so. I tried that .pak mod thingy and I didn't get any improvement.
Even tho I managed to downscale and change some settings the overal performance didn't change that much.
Either this doesn't work as it's supposed to or I didn't do the tweaking correctly. I did see the game run a bit faster on the menu but that's pretty much it.
I did see the game start at low settings the very first seconds of the run but it immediatelly starts loading all the effects and shadows that were supposed to be disabled with the .pak so I think that something overrides the settings while loading,
I was setting most of the values to 0, except for the scale and the VRAM usage and such but again to no avail.

Maybe this would work tho, I just don't know how.

if u experience fps drop during cutscene, that's not you, and you can't fix that

There's some weird stuff going on in those cutscenes, including texture pop-ins.

I also used that linked mod to lower shadow quality, and for some reason the cutscenes would then reduce the quality even further so that every shadow was just a handful of rectangles.

it is actually the opposite, the cutscenes run smooth but the gameplay it's choppy.

It seems like the cutscenes work differently to the gameplay.

Uh, cutscenes are usually capped at 30 fps. I think they were here and in Dragon Age: Inquisition too.

As far as improving performances, if you have a 'more than 60hz' monitor, you may want to turn off Vsync and cap your FPS in the video card menus. That and turning down resolution.

I'm not quite sure what you're going for, i'm just tossing left and right here.

EDIT: Actually read the post right above. It's possible the vsync is off by default for this game. That would lead to spikes and chokes in display processing. (tearing i think it's called) Try what i said, if it's Nvidia i know there's a menu for the card where you can set global settings. Cap the Framerate at 60 and turn off Vsync. Or just plain turn on Vsync and see how that goes..

What cpu/gpu are you using i'm able to run 720p 30fps stable on fx6300 and rx290

This is dumb.
At least someone should've make tools to adjust graphical option. I'll even pay lil' bit of my paypal for it.

This is Unreal, the graphic engine. There isn't a whole lot of settings with those. Also i think it was intended for consoles.
