I just start a new game but i can't move to the key Y at the beginning. What can I do?

Looking for help to understand the stage with " x x / + " ... it's not clear what this wants. If it was arithmetic, it would have = ? If it is code, the "x x" cannot stand for the same digit, since you can only enable different numbers. Any hint?
