Weird Film Grain effect randomly pops up?

Anyone notice this especially in the beginning tutorial area where you first do the scanning and bolt throwing, this weird film grain effect pops up, and now after that on certain parts of the map there are some weird grainy graphical effect, is there anyway to get rid of that?
