So for a more clear guide here you go folks. So on the first floor, you get to after the whole elevator crash thing. You will hear footsteps I guess if your perception is high enough so what you need to do is enter sneak mode. Then approach the vent you are hearing "quiet footsteps". I only tried the sneak option and got the relic piece. On that same floor, I believe in the safe is the other relic. Then down in the residential area near the auto-doc or whatever that broken toilet.
To assemble the relic press J, i didn't know about this crafting menu 20+ hours into the game lul.
Well, there's a lesson to be had, there, about clarity in writing. Don't be a Fermat, guide-writers! :P You don't even have the excuse of limited space in the margins...
1) You need 60 survival to take out a battery out of Hog in the last garage before leaving.
2) You need to insert the battery into Hog outside Concord and drive it away.
3) Under where the Hog was there is a secret briefcase that you can lockpick for "Fluff" Relic that gives +40 Encumbrance / -1 Muscle.

Huh! Well, that is interesting - I certainly didn't find that. I wonder if the maddeningly-unspecific guide was referring to that or the three-part one from a bit later. Either way, I'mma make sure I grab that one during my next run!

I found this one on a build with Fortune 10. Prior to that, I had been tinkering around with a build with Fortune 8 and even though the event could trigger, I only ever found 100 combonds or a beer bottle.
Fortune reportedly has a number of positive effects on events like these, so it's possible that Fortune 9+ is a requirement to find this relic.
You can find a High Capacity Battery(?) in the Pile of Equipment (I think it's called?) in the unfinished Terminal 3(?) area. You might need to save-scum to get it and I think you have to be at least level 2 for it to appear in the loot pool, but doing it this way means you can get the 'secret' active Fluff relic without spending excess SP on 60 Survival for dismantling.
